The Rulebook Is the County’s, Not the City’s

Most of this shoreline is unincorporated Fannin County, which means Ordinance 2025-02, the county’s Short-Term Vacation Rental Ordinance, adopted and effective 26 August 2025. It requires an Accommodation Excise Tax Certificate at $225 to apply and $225 annually to renew, plus a 6 percent county accommodation excise tax, and it imposes no cap on certificates and no zoning-district restriction — a genuine contrast with the ordinance inside the City of Blue Ridge, which confines short-term rentals to particular districts.

The safety schedule is specific and enforced: detectors in every bedroom and on every floor, an extinguisher on every level, reflective 911 signage at the driveway, working internet or cellular service or a dedicated emergency phone, one party per dwelling, and a contact reachable around the clock who responds within two hours. Operating without a certificate runs to $1,000 a day.

Which short-term rental rules apply at Lake Blue Ridge?

Almost certainly Fannin County's, not the City of Blue Ridge's, because most of the shoreline is unincorporated. Fannin County's Short-Term Vacation Rental Ordinance 2025-02 was adopted and took effect on 26 August 2025. It requires an Accommodation Excise Tax Certificate — $225 to apply and $225 a year to renew, with a $50 transfer fee on sale or a change of management company — and a 6 percent county accommodation excise tax. Notably there is no cap on the number of certificates and no zoning-district restriction, which is a real contrast with the city ordinance inside Blue Ridge. One important exception: Morganton Point sits inside the separately incorporated City of Morganton, so check the parcel rather than assuming.

What does the county actually require of the cabin?

Concrete, checkable things. Hard-wired or ten-year-battery smoke detectors in every bedroom and on every habitable floor, carbon monoxide detectors where applicable, and a minimum 2A10BC fire extinguisher on every level. Rubbish removed weekly or within 24 hours of departure. Reflective 911 address signage at the driveway. Certified internet or cellular service, or a dedicated emergency phone on site. One party of guests per dwelling unit, no commercial events, no fireworks, no uncontained fires and no discharge of firearms. A point of contact reachable around the clock who responds to complaints within two hours. Renting more than one structure on the same property additionally needs a Tourism Accommodation Permit from the county Department of Health.

What are the penalties for getting it wrong?

Up to $1,000 a day for operating without a valid certificate, heard in the Fannin County Magistrate Court. A certificate can be suspended or revoked after three or more confirmed violations in twelve months or a finding of public nuisance, with a fourteen-day period to put things right and a right of appeal to the Board of Commissioners. A septic failure confirmed by the Board of Health suspends the certificate outright — which is why we treat septic inspection as a scheduled item on a lake property rather than something to deal with when it fails.

Is a dock essential?

Not essential, but it changes the guest and the rate. This is a market where people book the water. A property with dock access or a genuine lake view sells to the boating family; one set back from the shoreline sells to the same visitor on a different budget, or to the overflow from Morganton Point's 43 campsites. Both work. Pricing them the same does not.
