Business entities — LLCs, partnerships, family trusts — cannot hold a permit at all. One per owner, 180 days a year, capped at five percent of residential parcels per council district. For most owners of investment property here that closes the question, and the sensible products are a long-term lease or a furnished executive let of thirty days or more.
