North Lanier: The Quiet End

Don Carter State Park opened to the public on 15 July 2013 at 5000 North Browning Bridge Road, and it remains the only Georgia state park with direct access to Lake Lanier. It sits at the point where Hall County’s long shoreline gives way to Dawson County’s much smaller share, and it reads as the edge of the lake rather than its centre.

What Makes It Different

Less of everything the south end has too much of. Fewer boats, fewer docks, more forest, and a Georgia DNR campground where the rest of the lake has private marinas. The park runs 44 developed campsites with electric hook-ups and 16 primitive sites, two boat ramps with courtesy docks, a sand swim beach with a bathhouse, and seasonal kayak, paddleboard and aquacycle hire.

That last detail matters commercially: a guest without a boat can still have a full day here, which widens the market well beyond boat owners.

Two Counties, Two Rulebooks

Most of this shoreline is unincorporated Hall County, and Hall is the most accommodating jurisdiction on the lake — short-term rentals permitted in all residential districts under Chapter 5.100, with a business licence per property, a 24-hour local contact responding within the hour, and occupancy of two per bedroom plus three.

Across the line, Dawson County works differently. Sections 30-500 to 30-528 require a permit, cap overnight occupancy at two per bedroom plus two with daytime occupancy at one and a half times that, allow only one site-built residence per parcel to be let, and apply an 8 percent excise tax. An amendment effective 18 September 2025 barred manufactured homes, mobile homes, shipping containers and tiny-house products from short-term rental use, grandfathering those already permitted.

The Dock Question

The same Corps rules apply here as everywhere on Lanier: a permit runs with ownership rather than occupancy, a tenant cannot hold one, moorage cannot be sublet, and the permit is void on sale or transfer. Dock permits are capped at 10,615 lakewide. The one advantage on this end is less competition for shoreline generally — but the cap is a lake-wide cap, so it binds here too.

It depends which side of the county line you are on, and both are workable. Most of this shoreline is unincorporated Hall County, whose Chapter 5.100 permits short-term rentals in all residential districts, defines the stay as two to thirty consecutive nights, and requires a business licence per property, a local contact aged 21 or over reachable around the clock and responding within an hour, and occupancy of two per bedroom plus three. Across the line, Dawson County regulates under sections 30-500 to 30-528 of its code: a permit is required, overnight occupancy is capped at two per bedroom plus two with daytime occupancy one and a half times that, only one site-built residence per parcel may be let, and an 8 percent excise tax applies. Since an amendment effective 18 September 2025, manufactured and mobile homes, shipping containers and tiny-house products can no longer be used as short-term rentals in Dawson, with existing permits grandfathered.

Can I put in a dock up here?

This is the question owners get wrong most often, and the Corps of Engineers answers it plainly in its own Shoreline Management Plan. A dock permit runs with ownership, not occupancy: “Permits are not issued for speculative purposes, enhancement of private property or to persons renting private property. The permittee must be the primary user and owner of facilities permitted.” A tenant cannot hold one. Separately, “permittees may not rent out moorage space on private docks” — you cannot sublet the slip as a business. And “permits are non-transferable. They become null and void upon sale or transfer,” so a buyer applies afresh through the Corps rather than inheriting the seller's. None of that stops you renting out a house that already has a permitted dock. It does mean the dock is not a thing you can bolt on later: the Corps set a lakewide cap of 10,615 private dock permits and stated that once reached no new requests would be accepted. Buy the dock with the house or plan without one.

Is the quiet actually a selling point?

It is the selling point, and it should lead the listing. The southern half of Lanier is busy, and a meaningful share of guests are looking specifically for water that is not. Fewer docks, more forest and a state park rather than a marina row is a different product, and it holds a rate against the summer average better than people expect because the guest who wants it will not substitute.

How does the state park affect demand?

It creates it and then hands you the overflow. Don Carter has 44 developed campsites and 16 primitive ones, and when they book out — which they do in season — the families who missed out look for a cabin or house nearby.
