For a long-term rental that means a realistic rent range built from what genuinely comparable properties have leased for recently — not asking prices, which are aspirations. It means the operating side too: taxes at the reassessed value rather than the seller's exempted number, insurance quoted rather than guessed, HOA dues, expected maintenance, capital reserves, turn costs, vacancy allowance, and management. Owners routinely model rent carefully and expenses carelessly, then wonder where the return went.

Duluth's own comprehensive plan contains the number an investor most wants and rarely gets: how much single-family rental there actually is. The 2020–2024 American Community Survey puts the citywide median gross rent at $1,828 with 43.5 percent of the city's 13,203 occupied homes rented.

Two regulatory items belong in the model before purchase rather than in the explanation afterwards. Any building of four or more rental units falls under the city's Multi-Family Rental Housing article, in force since 13 August 2018: registration, a $100 annual regulatory fee, at least 20 percent of units inspected each year and every unit within five years. And the city's short-term rental rules are among the tightest in the metro, requiring Special Use approval by City Council and proof of homestead exemption on the property, which in practice confines short-term letting to an owner's own primary residence.
