HOA & Community Association Management in Stone Mountain, GA
Silverstone Management runs homeowner and community associations across metro Atlanta — assessment billing and collections, covenant and architectural enforcement, vendor and common-area oversight, meeting and election support, and financials a volunteer treasurer can actually reconcile. Boards do not shop for rental projections, so this page asks the questions a board can actually answer and sends back a written management proposal. Tell us the community name, the number of doors, and when your current contract renews, and a real person replies within one business day.

Stone Mountain, GA
Why Stone Mountain — and what it means for your property
Stone Mountain is named for one of Georgia's most visited tourist attractions — and that landmark, drawing millions of visitors annually, creates a tourist-driven STR demand foundation that most Atlanta suburbs simply can't replicate.
Stone Mountain sits in DeKalb County, which sets much of the regulatory and tax picture for property here. We track those rules per address rather than per city, because they rarely stop neatly at a city line.
What stands out about Stone Mountain

- Atlanta Laser Show Spectacular summer season drives peak demand spikes
- Arabia Mountain National Heritage Area adds hiking and outdoor recreation demand

How hoa & community association management works in Stone Mountain
A Board Buys a Proposal, Not a Rental Projection
Almost everything else on this site is written for a homeowner deciding what to do with one property. This page is not. The buyer here is a volunteer board with a fiduciary duty, a budget it has to defend at the annual meeting, and a decision that gets made by vote — usually once a year, usually against two or three other bids.
So the useful thing we can give you is a proposal you can actually compare. Ours states the scope in plain terms, the fee, what is included versus billed separately, the reporting you will receive and when, who your named manager is, how after-hours emergencies are handled, and what the transition from your current manager involves week by week. A board should be able to lay three proposals side by side and see where they differ. Most cannot, and that is not an accident.
First Question: Is Your Community Actually Under the POA Act?
Most Georgia boards assume the Property Owners' Association Act governs them. Many are wrong, and the ones who are wrong usually find out during a collection action, when it is expensive.
The POA Act is opt-in. It applies to a development that is "subject to a declaration and submitted to this article," and the statute is explicit about how that submission happens: a declaration or amendment intending to bring a development under the Act "shall state an affirmative election to be so governed." If your declaration never made that election, you are not under it. Your association still exists, your covenants are still enforceable as recorded covenants, and your board still has authority — but the statutory package that comes with the Act, including its automatic assessment lien, is not yours to use.
What hoa & community association management looks like in Stone Mountain specifically
Community association work in Stone Mountain is governance, not hosting. A board's year runs on assessments collected, covenants enforced consistently, vendors supervised, meetings properly noticed, and financials a volunteer treasurer can reconcile.
Whether the Property Owners' Association Act applies is the first question, not a detail. Georgia makes it elective, so two neighbouring Stone Mountain communities can have materially different powers depending on what their declarations say.
Stone Mountain sits in DeKalb County, and one local fact tends to set what the association is really managing day to day. Arabia Mountain National Heritage Area adds hiking and outdoor recreation demand. That drives the amenities, the turnover, and the disputes that follow from both.
Want the whole property handled, not just hoa & community association management? Stone Mountain property management covers short-term, long-term and everything between — one team, one point of contact.

Stone Mountain questions
Owning and renting in Stone Mountain
Are short-term rentals allowed near Stone Mountain, GA?
Yes, but which rulebook applies turns entirely on whether your address sits inside the small incorporated City of Stone Mountain or in the unincorporated DeKalb County around the park — and the two work very differently. Unincorporated DeKalb now runs a formal programme: the Board of Commissioners approved its short-term rental ordinance in July 2025 with a 180-day implementation period, and the licensing programme went live on 20 May 2026. It requires an annual licence of about $175, a designated local contact, compliance with safety rules and an 8 percent hotel tax, and operators already in business had 30 days from the effective date to register. Inside the city limits there is no equivalent blanket ordinance; Stone Mountain instead handles short-term lodging case by case through Special Use Permits granted by the council under its zoning ordinance, with conditions attached to each individual approval. Confirm your parcel's jurisdiction from property records rather than the mailing address, then deal with that specific government.
What types of properties perform best as short-term rentals near Stone Mountain?
Family-oriented homes with enough bedrooms and bathrooms for group travel perform particularly well near Stone Mountain Park, as the park's primary audience is families with children. Properties with outdoor spaces — porches, patios, yards — suit the outdoor-recreation guest profile. Homes in the historic village area add walkable charm. Properties with proximity to Arabia Mountain trails attract the hiking and nature tourism segment.
Is Stone Mountain close to Atlanta for guests who want to explore the city?
Yes. Stone Mountain is approximately 15-20 miles east of downtown Atlanta — accessible by car in 30-40 minutes depending on traffic, or via a combination of transit and rideshare. Guests using Stone Mountain as a base for broader Atlanta exploration find it affordable compared to intown neighborhoods while still being genuinely convenient. We highlight this positioning in listings when it fits the property's target guest profile.
