Yes, and the terms matter more than the permit itself, because most owners who ask do not qualify. Under Section 27-629(3), adopted 23 April 2019, applicants “shall be limited to owner-occupiers who have owned the subject property for more than a year” and must show a current DeKalb County homestead exemption. A permit “shall not be issued to any business entity,” which the ordinance spells out as partnerships, LLPs, LLCs and personal or family trusts. An owner may hold only one at a time, the property may not be let for more than 180 days in a calendar year, the fee is $25 a year, renewal is refused after two or more code citations in the preceding year, and permits are capped at five percent of the residential parcels in each city council district. In short: it is a rule for people letting the home they live in, not for investors.
